Hertfordshire County Council uses the third-party JCAD system for its facilitation of insurance claims handling. We strive to ensure this platform is accessible to everyone, including those with disabilities and those who use assistive technologies.
This platform is run by Hertfordshire County Council. We want as many people as possible to be able to use without a significant issue in doing so. For example, that means you should be able to:
- Change colours, contrast levels and fonts using browser or device settings
- Zoom in up to 400% without the text spilling off the screen
- Navigate most of the platform using a keyboard or speech recognition software
- Listen to most of the platform using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
- We've also made the platform text as simple as possible to understand.

How accessible is this platform?
We know some parts of this platform are not fully accessible and we are working with our third-party provider JCAD to achieve full compliancy:
- Insufficient button size for touch targets - button height is below the recommended minimum target size of 44x44 CSS pixels for touch targets.
- No back button to the previous form page affecting some pages - this means that the user will need to rely on their browser's back button at risk of losing form data and could be harder for those with cognitive or motor disabilities to use.

Non-compliance with the accessibility regulations
- Navigation:
No back button to the previous form page: when starting the form (prior to the Your Details section), there is no "Back" button to return to the previous question, whereby the user must use the browser's navigation buttons, which can be difficult for persons with mobility issues and runs the risk of possibly losing form data. This fails on the WCAG guideline; 3.2.3 Consistent Navigation (AA).
- Buttons:
Insufficient button size for touch targets: The button height (38 CSS pixels) is below the recommended target size of 44x44 CSS pixels for touch targets, making it difficult for users with motor impairments to accurately tap the buttons.
Enforcement procedure
The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the 'accessibility regulations'). If you're not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).
What we're doing to improve accessibility
We periodically carry out formal accessibility audits of the JCAD platform using WCAG 2.2 AA standards. These audits guide our long-term improvement plans, ensuring we continuously enhance the accessibility of our system. Any issues identified are addressed to maintain compliance and improve user experience. All issues that cannot be addressed internally have been logged with JCAD the third-party provider.
Preparation of this accessibility statement
This statement was prepared on 12th March 2025. It was last reviewed on 12th March 2025.
The Insurance Claims form was last tested on 28th February 2025. The forms were tested using automated testing tools and manual checks by the HCC Web Team and audited to WCAG 2.2 AA Standard. All identified issues have been raised with JCAD, the third-party supplier.
